The Connecticut Department of Public Health out-of-state telehealth provider registration pathway (PA 24-110) expired on June 30, 2025. Physicians who were practicing telehealth to Connecticut patients under the registration exemption must now hold a full Connecticut medical license.
What changed
Under the prior pathway, out-of-state physicians could register with the CT DPH to provide telehealth services without holding a full CT medical license. That pathway is no longer available. As of July 1, 2025, the only lawful way to provide telehealth to Connecticut patients as an out-of-state physician is to hold an active, unrestricted Connecticut medical license.
Who this affects
Any physician licensed in another state who is currently providing telehealth services to patients physically located in Connecticut without a full CT license. This includes physicians using the prior registration pathway, physicians treating established patients, and physicians operating through telehealth platforms that serve CT patients.
What to do
If you are providing telehealth to Connecticut patients, verify your license status with the Connecticut Medical Examining Board before continuing. The standard Connecticut medical license application is available at portal.ct.gov. Connecticut is an IMLC member state — if you hold a Letter of Qualification from the compact, expedited licensure is available.

If you have already applied for a CT license and are awaiting approval, do not continue providing telehealth services until licensure is confirmed. The Connecticut DPH does not recognize the prior registration pathway as a bridge.
